UR ASENSO!, the development agenda of Mayor Emmanuel Aranda for the next 3 years is blueprint that will guide policy makers in achieving Binalbagan’s desired state of development with its vision:

The foremost AGRI-INDUSTRIAL CENTER of the 5th District in a self-sufficient ecologically-balanced and progressive community of independent and participative Binalbaganons benefiting from transparent and responsive governance

and its goal:

Attainment of holistic and sustainable development that promotes general welfare ad interest of the present with optimal use of limited land resources without compromising future needs

The agenda utilizes the ridge to reef approach (r2r) which advocates that a natural consequence of the ecosystem management in the dynamic coastal area is the recognition that what happens in one area affects other areas and what happens in upland areas away from the coast affects eco-systems in marine areas

It envisions a holistic development of Binalbagan and is set on the foundation of urban growth through a rural development (UR). The foundation supports six (6) pillars:

  • AGRICULTURAL DEVELOPMENT
  • SKILLS AND ENTREPRENEURAL ENHANCEMENT
  • ENVIRONMENTAL PROTECTION AND TOURISM PROMOTION
  • NUTRITION, HEALTH, EDUCATION AND SOCIAL SERVICES DELIVERY
  • SUSTAINABLE INFRASTRUCTURE AND INFORMATION TECHNOLOGY
  • ORGANIZATIONAL DEVELOPMENT AND FISCAL VIALIBITY

The approach of interlinking the coast to the mountain can be achieved through these strategies:

  1. AGRICULTURAL DEVELOPMENT
  • Protect prime agricultural lands
  • Provide required support infrastructure and services (irrigation, farm-to-market roads, credit lending facilities, technologies)
  • Increases access to markets/product end users/consumers
  • Promote sustainable farming technologies (SALT; Organic farming; etc.)
  • Encourage new investment, expansion/ diversification of existing markets for the agriculture sector
  • Adopt modern scientific agricultural technologies to increase food production.
  • Develop potential agricultural lands in upland barangays.
  • Provide adequate personnel, economic support infrastructure facilities and utilities.
  • Establish and strengthen needed functional support systems and structures
  • Aggressive marketing system for agriculture and industries.
  • Develop an integrated road network development that will link barangays to foster trade and industry
  1. SKILLS AND ENTREPRENEURAL ENHANCEMENT
  • Develop community knowledge and skills and entrepreneurship for globally competitiveness
  • Promote economically viable enterprises for livelihood
  • Strengthen capabilities of local industry workers through skills training

 

  1. ENVIRONMENTAL PROTECTION AND TOURISM PROMOTION
  • Adopt & integrate environment sensitive controls and mechanisms in the development plans & policies to rehabilitate & revitalize the environment
  • Adopt an aggressive ecology based investment and marketing of nature – based tourism development.
  • Ensure protection of watershed areas.
  • Promote community awareness and advocate proper waste disposal
  • Provide adequate support systems and structures complimentary to environmental protection programs
  • Enhance tourism through improved facilities and services
  • Promote tourist related activities particularly the Balbagan Festival
  • Establish and maintain wildlife park and sanctuary within the planning period.
  1. NUTRION, HEALTH, EDUCATION AND SOCIAL SERVIES DELIVERY
  • Promote nutrition education and health lifestyle
  • Strengthen of inter-linkages among social service agencies for efficient and effective public service delivery
  • Advocate preventive health education campaign on maternal and child care, common diseases prevention
  • Intensify immunization particularly in remote areas in rural barangays that have the least access to health services.
  • Make health services and health facilities available and accessible to pregnant women in remote areas.
  • Provide adequate personnel, infrastructure facilities and equipment.
  • Initiate a sound educational program by the government through compulsory elementary education
  • Promote non-formal education through functional literacy classes to improve literacy in the countryside.
  • Augment income of out-of-school youth, women, disabled and family heads within ten years
  • Encourage teaching competency.
  • Improve evaluation skills in performance assessment.
  • Optimized use of school facilities and teaching competency.
  • Incorporate gender and development in programs and projects.
  1. SUSTAINABLE INFRUSTRUCTURE AND INFORMATION TECHNOLOGY
  • Enhance existing infrastructure facilities and develop new infrastructures in rural areas
  • Stimulate rural growth through electrification of remote areas
  • Develop new sources of potable water
  • Promote modernization through extensive use of information technology
  1. ORGANIZATIONAL DEVELOPMENT AND FISCAL VIABILITY
  • Provide tax shelters for big business to encourage commerce and trade
  • Promote local industries through trade and industrial fairs participation
  • Revise management procedures and practices
  • Observe appropriate processes and guideline in personnel selection for efficient and effective public service
  • Enhance fiscal management for increased revenues and tax collection
  • Establish E-Governance for efficient and effective allocation and utilization of resources
  • Enhance knowledge and skills of employees through adequate relevant trainings
  • Establish and strengthen needed functional support systems and structures
  • Update relevant codes and ordinances
  • Strengthen database on revenue and real property collection through computerization
  • Massive municipal wide tax information campaign
  • Enhance convenient and speedy issuance of permits through BPLS
  • Conduct compliance monitoring of business establishments as to issuance of permits
  • Develop innovative techniques and measures to enhance tax collection and revenue generation
  • Enhance fiscal efficiency through a functional Local Finance Committee
  • Partner with non-government organizations (NGO’s) and the private sector in program and project development and financing
